As we mentioned in the passing above Delivered Quietly was released as iOS 12 feature however compare it to now (iOS 17) there has been changes made over the last few years. For instance there is no one special button called Delivered Quietly in settings which you can toggle on and off for the feature to work now.

Not to mention you could change the settings from Notification Center too. Since iMessages work on acknowledgment from the receiver iPhone to update the status of text (if it’s Delivered, Read, or whatever) in situation like these the initial acknowledgement only covers the status info it is only after it that your iPhone polls the receiver’s phone status and changes the status of text according to it.
